That’s just one of the factual errors in this rather garbled piece, in fact the legislation that created the role of elected mayors was the Local Government Act of 2000. Anyone who is not aware The Labour Party were in power in 2000 should not be writing about UK political affairs.
There are far too many similar follies to list individually, but I was intrigued by the suggestion of Mr. Putin’s role in all this:

As for the strengthening of ties between Germany and France by the Treaty of Aachen, I think if you read reliable news sites (rather than Antifa propaganda, you will find the signing of that treaty by Merkel and Macron not only provoked outrage in their own nations, it andgered many other EU member states.
