Scott, you’re absolutely correct in saying that action to reduce polution has not been taken because there is too much political capital to be had from a “We’re destroying the planet, the only way to save ourselves is a world government,” narrative.
But I think you miss a point when you refer to the possible benefits had a carbon tax been imposed 25–30 years ago. All that would have happened is China, India, Indonesia, Pakistan, Brazil and other emerging economies would have grown (and consequently increased emissions,) that much more quickly.
